PDF Flipbook Maker
Create a local PDF flipbook with realistic page turns, editable projects and offline HTML or website ZIP downloads.
Build a private flipbook from a PDF. Preview it here, then download an offline HTML reader, website ZIP or editable project.
Up to 25 MB / 200 PDF pages. Rendered pages: 4,096 px per side, 16 MP; 48 MB encoded pages, 80 MB per publication download, 256 MB estimated working memory and five minutes per operation. These protect your device; there are no usage quotas.
Nothing is saved automatically. Save an editable project to continue later. Projects contain the source PDF; all downloads are readable and unencrypted and remain wherever you save them. Finished HTML and ZIP files work without Justility and contain no analytics or remote dependencies.

How privacy worksHow it works
Choose a PDF and select pages in publication order. Set the title, appearance, reading direction, page resolution and image format, then build and review every page. Add optional descriptions and create standalone HTML, a website ZIP, or an editable project to continue later.
Supported formats
One unencrypted PDF up to 25 MB and 200 pages. Raster pages at 72, 144 or 216 DPI, JPEG or PNG; up to 4,096 pixels per side and 16 megapixels per page. Offline HTML, website ZIP and .justility-flipbook project exports.
Good to know
Finished publications contain raster page images, not selectable PDF text or interactive forms/links. Zoom cannot restore detail beyond export resolution. Limits: 48 MB of encoded pages, 80 MB per publication, 256 MB estimated working memory and five minutes per operation. No hosted sharing link, tracking, accounts or automatic saving.
Worked example
Before
A three-page brochure; page selection 1,3,2; title Community guide; right-to-left reading
After
A three-page local flipbook in the selected order, plus a standalone HTML reader or self-hostable website ZIP
A project includes the source PDF and settings for editing. Finished publications exclude the original PDF and its hidden text, scripts and attachments.
Choose export quality before creating the publication
The default is 144 DPI JPEG at quality 0.92, rendered on white. PNG preserves the rendered pixels losslessly but may produce larger files. Pages with different dimensions fit inside the first page’s book frame without cropping or stretching. If a limit is exceeded, explicitly choose fewer pages or a different resolution; quality is not silently reduced.
PDF to JPG/PNGTroubleshooting
Why will my flipbook not build or download?
Check the displayed limit and selected page range. Encrypted PDFs are rejected. Very large page dimensions, many high-resolution scans or large PNG output can exceed rendering, packaging or memory limits. Select fewer pages or explicitly change resolution/format, then rebuild.
Common questions
Which flipbook download should I choose?
Standalone HTML opens directly from disk and works without the internet. Extract the website ZIP and publish all files together on a static HTTP(S) host; its README includes an iframe example with your own URL placeholder. An editable project contains the source PDF and settings and must be reopened in this tool. None are encrypted or automatically saved.
Can I use this without an internet connection?
Yes, after you prepare this tool from Offline help and the browser retains its assets. Installation is optional. All processing dependencies are bundled locally.
